This is a signal to the guards and security personnel present in the train that the chain of the train has been pulled and due to this the train has been stopped. When a train moves at high speed, it takes a few minutes to stop so that it does not derail.
Why don’t passengers get off the train after stopping it anywhere?

When there is a fire in the train, any health emergency, any criminal incident taking place in the train, or any accident occurs while boarding or deboarding the train. Apart from all these situations, if someone just tries to get down by pulling the chain, then under Section 141 of the Railway Act 1989, that person can be sentenced to 1 year in jail, a fine of Rs 1,000 or both.
